Athmuqam is the headquarters of Neelum, a long, narrow valley that follows the Neelum River north-east from Muzaffarabad through Keran, Dudhnial, Sharda and Kel to Taobat. Much of the road runs within sight of the Line of Control. Tourists come in summer for the river and the meadows, but the people who stay all year face heavy snow, blocked roads and a long drive to any big hospital. If you live anywhere in the valley and are searching for an NGO in Athmuqam or Neelum, this page tells you how Peace and Humanity Welfare Organization (PHWO) works.
PHWO has no office, staff or camp in Athmuqam or elsewhere in AJK. Its only office is in Larkana, Sindh. Neelum families send requests from a phone, online or through a volunteer, and pay nothing. Requests are verified and assessed. Help is arranged where a verified need can be met; no outcome is guaranteed.
Neelum District at a glance
As reported in AJK at a Glance 2025, the AJ&K government’s statistical summary, Neelum District had 221,512 people in the 2023 Census. Only 21,791 lived in urban areas; the other 199,721, about nine in ten, live in villages spread along the river and its side valleys. The population grew by around 2.6 percent a year after 2017.
Piped water reached about 43 percent of urban and 57 percent of rural residents in 2024, among the lower figures in AJK. The same report lists ruby deposits in Neelum, one of the few official notes on the valley’s natural wealth. Hindko, Kashmiri, Pahari and Shina are all heard in different parts of the valley.
Why Neelum households fall into hardship
For years, villages along the valley road lived under firing across the Line of Control, which damaged homes, closed schools and kept visitors away. Many families lost livestock, crops or relatives. Calmer periods have brought tourism back, but income from guesthouses and jeeps lasts only a few months.
Winter snow cuts off upper Neelum for weeks, and avalanches and landslides are a regular danger; the NDMA issues national warnings. The 2005 earthquake also affected the Muzaffarabad region, including this valley (ReliefWeb: South Asia earthquake, October 2005). Serious illness usually means a long, expensive trip to Muzaffarabad.
Winter food, medical debts and children’s schooling are the needs people here are most likely to raise. Families that depend on timber work, livestock or a single government salary have little room when prices climb, and the cost of carrying flour, gas and medicine up the valley road adds to every bill. Women whose husbands work in Muzaffarabad or down country often manage the house, the animals and the children alone through the snow months, and they are welcome to apply in their own name.
Contacting an NGO in Athmuqam from upper Neelum
- Fill in Request help, or message PHWO from your free PHWO account whenever you have signal.
- Say who is in the family, what you earn in the warm months and the snow months, what you owe and what would help.
- Send a live photo of yourself, along with any hospital papers, bills or fee slips you have.
- A volunteer may call to confirm details, so keep your phone charged and nearby when you are in range.
In Kel, Taobat and other high villages where the network is patchy, prepare everything in advance and send it from Athmuqam or through a relative in Muzaffarabad. PHWO never charges anything; ignore anyone who asks for payment.
Legal questions from Neelum
Cases from Neelum are heard in the district courts at Athmuqam, and appeals are taken to the AJK High Court. Through its Free legal aid, PHWO links you with volunteer advocates in Pakistan who explain papers and options clearly. Land and forest rights, family maintenance, inheritance and khula are common concerns in the valley.
You may ask without an FIR. Point out any custody issue or close hearing date, since those are read first. Court representation depends on who is available and cannot be promised.
Government help in the valley
- District Headquarters Hospital Athmuqam for government treatment; serious cases go to Muzaffarabad.
- 15 for police.
- BISP: send the CNIC by SMS to 8171 for Kafaalat and stipend status.

Study, skills and rishta for valley families
Young people who want to continue studying in Muzaffarabad, or to learn skills they can use online during the long winter, can explain their plans in a request. PHWO’s Programmes cover education, digital skills, vocational training and emergency relief. For proposals, the no-cost Rishta Desk serves all faiths; each profile is checked with a live selfie and reviewed by PHWO staff, and families decide for themselves. No match is promised.
Supporting Neelum as a donor or volunteer
Anyone who has visited the valley, or whose family comes from it, can give through Donate, including warm clothes and quilts before snowfall. Zakat and Sadaqah reach eligible people in full. Sponsor a case links you with one verified household. Pakistani lawyers, and anyone ready to fundraise at home or overseas, may join at Volunteer and receive a certificate, a letter of appreciation and an experience letter.
