Chitral is Pakistan’s far north-western corner, a long valley of apricot orchards, stone houses and glacier-fed rivers under the peaks of the Hindu Kush. Until the Lowari tunnel opened, the valley was cut off by snow for months each winter, and even now a trip to Peshawar is a long journey. For families here, searching for an NGO in Chitral is often a practical need: flood damage to a house or field, a patient who must be taken down-country, fees for a child studying in a city, or a debt left from a hard winter.
Both halves of the valley, Lower and Upper Chitral, are welcome to apply to Peace and Humanity Welfare Organization (PHWO). Neither district has a PHWO office or worker; the organisation is run from Larkana, Sindh, a very long way south. Families reach PHWO online, through Message PHWO in a free PHWO account, or through a volunteer, and there is never a charge. Every request is verified and assessed. Support follows only if the facts check out and the need is one that can be met; no one is promised anything.
Two districts, small populations, huge distances
Chitral was divided into two districts in 2018. In the 2023 Census, Lower Chitral had 320,407 people on 6,458 square kilometres, about 18 percent of them urban, while Upper Chitral had 195,528 people on 8,392 square kilometres, with no urban population recorded at all (Pakistan Bureau of Statistics, Table 1). Upper Chitral has fewer than 24 people per square kilometre.
Khowar is the main language of the valley. In the census it falls under ‘other languages’, which make up the great bulk of Chitral’s mother tongues in PBS Table 11. Pashto is also spoken, particularly in the lower valley.
Floods, glaciers and earthquakes
Chitral’s beauty comes with real danger. Flash floods from melting glaciers and summer rain regularly wash away bridges, water channels, orchards and homes in side valleys. Earthquakes are another hazard: the October 2015 Hindu Kush earthquake damaged houses across Chitral and other northern districts (ReliefWeb: Afghanistan/Pakistan earthquake, October 2015).
When a flood carries off a family’s terraced field, it can take years to rebuild. If your household has lost a house, land, animals or stored food to a disaster, describe the loss in Request help with photos. Disaster losses are assessed along with ration, medical costs, fees and rent.
Education, migration and the cost of distance
Chitrali families place great value on schooling, and many young people leave the valley to study in Peshawar, Islamabad or Lahore. Hostel rent, fees and travel add up quickly for a family that lives on a small orchard and a few goats. Others go down-country or abroad for work, and a lost job far away can leave the family at home with no income.
Students can ask about college fees or a laptop or phone for study and online work; attach proof of admission. PHWO’s Programmes also cover digital skills and vocational training, which can make it possible to earn from the valley rather than migrating.
Winter is another cost. Families in high villages must buy firewood or gas and stock flour before the roads close. If a household could not prepare for winter because of illness or lost income, say so in the request; ration for the cold months is one of the things people ask about.
Applying from Chitral when the signal is weak
Mobile coverage can be patchy in side valleys, so take it in stages. Fill in the form, or message PHWO from your free PHWO account when you reach a place with signal. Include a live photo of yourself, and explain your need in Khowar, Pashto or Urdu. Hospital, school or loan documents make the case clearer. If a volunteer tries to call and cannot get through, they will try again, and you can also reply by message.
Everything is free. If anyone in the bazaar offers to help your request for a fee, refuse; nobody is allowed to ask for money on PHWO’s behalf.
Legal questions in Chitral
Chitral town has the lower valley’s sessions and family courts, Upper Chitral has its own, and appeals travel down to the high court benches serving Malakand. Land and water-channel disputes are common in a valley where every flat field is precious, and family matters such as maintenance, dower and custody come up here as anywhere.
Send your case through Free legal aid. Volunteer advocates will read your documents and explain your options. There is no need to register an FIR first. Children’s matters, and anything due in court shortly, are read ahead of the rest. Representation in court by a volunteer cannot be promised. The district bar in Chitral may also help people who cannot afford a lawyer.
