NGO in Narowal: Help for Shakargarh, Zafarwal and the Ravi Villages

All PHWO services are free. Nobody may ask you for money in PHWO’s name. Β· Message PHWO Β· info@phwo.org

Narowal is a quiet border district in the far north-east of Punjab. The Ravi runs along one side, the Indian border along another, and the Kartarpur Corridor has made the name of the district known to Sikh pilgrims around the world. Away from the corridor, though, most families live in villages where work is scarce and a flood or illness can put a household into debt. That is why many people search for an NGO in Narowal.

PHWO stands for Peace and Humanity Welfare Organization. Its volunteers treat Christians, Muslims and people of every other faith the same, take requests from all provinces and ask for no fee. Narowal, Shakargarh and Zafarwal have no PHWO building, camp or agent. Its only office is in Larkana, Sindh. Families here send their requests online.

Life in Narowal district

The 2023 Census counted 1,950,954 people in Narowal District, and only about 18% of them live in towns, making it one of the most rural districts in central Punjab. Households are large: the census average is 6.9 people per household. There are three tehsils: Narowal, Shakargarh and Zafarwal. About 94% of residents grew up speaking Punjabi.

Rice, wheat and sugarcane are grown across the district, and many young men leave for Lahore, Sialkot’s factories or the Gulf to find work.

The Ravi flood of August 2025

In late August 2025 the Ravi flooded large parts of the district. Dawn reported that 75 villages in Narowal had been submerged by 29 August (Dawn), and news agencies carried pictures of residents wading through the flooded Kartarpur area. Villagers lost standing paddy, stored grain and livestock, and some homes collapsed.

If your family was hit, mention the flood in your request and attach photographs. Compensation from the state goes through the Narowal DC office and PDMA Punjab, so list your losses with them too.

Border villages and their worries

Villages close to the border in Shakargarh and Zafarwal tehsils are far from big hospitals and colleges, and roads can be poor. Farming is often the only work, so families depend heavily on the season. When a crop fails, the options are to borrow from a shopkeeper, sell an animal or send a son to the city. Girls’ education in these villages can suffer first when money is tight.

How to ask for financial help in Narowal

The Request help form is where Narowal families describe their need, be it food for the month, treatment, fees, rent, a debt to clear, a laptop for a student, or a home and harvest lost to the Ravi. Please add a clear live photo of yourself.

Each form is checked by a volunteer and then assessed. If the need turns out to be real and it can be met, help is put together. Results and timings cannot be promised; the form is free.

Free legal aid for Narowal cases

Narowal’s sessions court and the tehsil courts at Shakargarh and Zafarwal handle local litigation, and appeals are taken to Lahore. Boundaries shifted by the river, disputes over inherited land and family quarrels bring most people to court here.

Write to PHWO’s volunteer advocates on the free legal aid page; there is no FIR requirement. Custody questions and hearings due very soon get attention first. Representation rests on an advocate being free to take the case, so it cannot be assured.

Where to find public help in Narowal

For public help, District Headquarters Hospital Narowal is the main hospital, backed by THQ hospitals at Shakargarh and Zafarwal. Rescue 1122 responds to road crashes, fires and flooding along the Ravi. Dial 15 for police; women at risk can call 1043. Registered Kafaalat recipients are paid by BISP; state Zakat is handled by the District Zakat Committee Narowal; and if you need names of local advocates, ask the District Bar Association Narowal.

Volunteering and donating from Narowal

Many Narowal families have a son in Sialkot’s factories, in Lahore or abroad; through Donate they can send cash or goods to the district’s poorest homes. Any Zakat or Sadaqah given there reaches eligible people without deduction. Work out this year’s Zakat with the Zakat calculator, or support one checked family of your choosing through Sponsor a case.

If you can give time, advocates in the district’s three court towns and fundraisers anywhere are the people PHWO is most short of. Enrol on the volunteer page; a certificate, a letter of appreciation and an experience letter acknowledge your contribution.

Young people looking for a way forward

Narowal now has a university campus and several colleges, yet many students from the villages struggle with transport, fees and the cost of a laptop. Some commute daily to Sialkot or Lahore; others give up and look for factory work instead. A student who needs fee support or a laptop can apply through the request form. Explain what you are studying, where, and how a laptop would help, for example with assignments or learning freelance skills. Education and digital skills are two of the eight programmes PHWO runs. Young people who have already learned a trade, such as tailoring, mobile repair or electrical work, can also ask for tools to start earning. As always, every request is verified and assessed, and support is not guaranteed.

Rishta Desk for every faith

Narowal is home to Muslim, Christian and other communities. The free Rishta Desk welcomes families of every faith. Profiles are checked with a live selfie and reviewed by PHWO staff. Families make their own decisions, and a match is not guaranteed.
