Rawalakot sits in a broad green bowl among pine-covered hills, the main town of Poonch District in Azad Jammu and Kashmir. Locals call the area the Pearl Valley, and summer visitors head to Banjosa lake and Toli Pir. Behind that calm picture are households in Hajira, Abbaspur, Thorar and Khai Gala living close to the Line of Control, many of them waiting on money sent from sons working abroad. For anyone among them looking for an NGO in Rawalakot, here is how Peace and Humanity Welfare Organization (PHWO) can be reached.
There is no PHWO office, centre or staff member in Rawalakot, nor elsewhere in Azad Kashmir; its one and only base is in Larkana, Sindh. Poonch residents apply online, through Message PHWO in a free PHWO account, or via a volunteer, and no charge applies. Requests are verified and assessed; if a checked need is one PHWO can meet, help is arranged, and outcomes are never guaranteed.
Poonch District in the 2023 Census
The official yearbook AJK at a Glance 2025, compiled in Muzaffarabad, lists Poonch with 544,898 people in 2023: 410,731 in rural areas and 134,167 in towns. That is up from about 500,000 in 2017, growth of roughly 1.5 percent a year.
Poonch is one of the few AJK districts where women outnumber men, with a sex ratio of about 98 men per 100 women. Many men are away in the armed forces, in Pakistan’s cities or in the Gulf and Europe. The same publication shows only about 11 percent of Poonch’s urban population served by piped water in 2024, against more than 90 percent in rural areas, so many town households still depend on tankers, springs or their own arrangements.
Pahari, also called Poonchi, is the everyday language, with Urdu at school and in offices.
Pressures on Poonch families
A remittance economy works until the money stops. When a son abroad loses his job, falls ill or sends less, parents at home can be left with loans for a new house, a daughter’s wedding or school fees. Widows and older people without anyone overseas often have far less than their neighbours, yet live with the same high local prices.
Villages along the Line of Control in Abbaspur and Hajira tehsils have lived through firing across the line in past years, which damaged homes and disrupted schooling. The 2005 earthquake also struck Poonch, along with Muzaffarabad and Bagh (ReliefWeb: South Asia earthquake, October 2005), and some families still carry the losses.
Nationally, PHWO is asked most often for groceries, help with loans and devices such as laptops. In a district with many graduates of Poonch University, the laptop request is especially common.
Applying to an NGO in Rawalakot from home
Fill in the Request help form, or message PHWO from your free PHWO account. Give the names and ages of family members, who earns and how much, anything received from abroad and what you need. Be honest about remittances; a family that receives a little from overseas can still be in real hardship, and saying so openly makes the case clearer. Add a live photo of yourself, plus any papers you have, like hospital bills, fee challans or a record of loans.
A volunteer may call to confirm details. Nobody will ask you for a fee; if someone does so claiming to be from PHWO, ignore them and tell PHWO through Message PHWO in your PHWO account.
Legal aid for cases in Rawalakot
Poonch’s district courts sit in Rawalakot, and appeals move up to AJK’s High Court in Muzaffarabad. Free legal aid from PHWO means a Pakistani volunteer advocate reads your papers and tells you, in everyday language, where you stand. Family disputes, maintenance for wives and children, inheritance of land and property sent for by relatives overseas are frequent topics.
There is no FIR requirement. Custody of children and early hearing dates get priority, so mention them. A court appearance by a volunteer happens only when one is free to take it on.

Women managing a household alone can apply for help directly, and can ask for legal guidance online in privacy. PHWO’s Programmes also cover women empowerment and digital skills.
